In the United States, body armor levels are certified by the National Institute of Justice (NIJ). Based on extensive laboratory tests, researchers classify any new body armor design into one of six levels: I, IIA, II, IIIA, III, and IV. Level I body armor offers the lowest level of protection, Level IV the highest. Body armor classes are often described by the sort of weaponry they guard against. The lower categories are generally soft and concealable. Levels I & IIA vests can be relied on only to protect against bullets with relatively low energy. Though progressively heavier, Levels II and IIIA are able to protect against higher energy pistol bullets including high-velocity 9mm, .357 magnum, and .44 magnum. They are recommended as the ideal compromise between protection and comfort for everyday use by EMS personnel who need protection from the majority of pistol threats found on urban streets, as well as their own duty weapons. Level III and IV use hard or semi-rigid plates to defeat high-energy rifle rounds, and are designed primarily for Tactical or Military applications.
