Collar Insignia with 1 Bugle on Blue Enamel

"What does this patch mean exactly?"

Typically one bugle designates a Lieutenant position within a chain of command.

"Is the Blue enamel signify a certain type of Lt. or just a collar backing preference? I like the Blue, but wasn't sure if it was truck specific, like a Rescue Truck."

The blue enamel is standard on this insignia and does not denote anything specific.
