"I need a coat I can use in winter ice storms and summer heat.Does this coat have a lining and if so can it be zipped out? Does it have snap closures or zippers that will fail the second time I put it on? No cheap-o pvc please."
This will be good for spring, summer, and early fall, but come winter you should be thinking maybe a Parka with removable winter liner and hood.
"Unfortunately, there are few women's sizes in anything. I've guessed wrong on a couple of items, so I'll ask. I usually wear a women's medium in outerwear, like jackets, sweaters, etc. Would the men's small be equivalent?"
yes, a small in Men's

It does not include a hood, but it can be bought separately. The jacket is made of 100% nylon.
